Bald Eagles Conspiracy

I've read that Bald Eagles sometimes hunt cooperatively, with one bird flushing prey out for the other to catch.  But the other day I witnessed two Bald Eagles conspiring to steal.  At Central Winds Park I saw two Bald Eagles.  One was perched on a pole, and the other in a tree.  I found this very odd, since they were very close to people, and I've never seen eagles perched there before.  I decided to stop my car and get some photos.  Then the one in the tree flew to the left and landed on another branch.  It was clearly trying to spy something it found interesting.  Then both eagles flew almost simultaneously, and I saw an Osprey with fish begin to fly away with both eagles attempting to converge on it.  I didn't get to see the "exchange," but I don't think the Osprey had much chance of keeping that fish.
